Overview of St. Lawrence Gas Company Norfolk to Chateaugay Gas Transmission and Distribution Facilities Project Overview: The Company proposes to connect to its existing natural gas pipeline system near Norfolk, NY and construct a high pressure (“HP”) transmission line that will consist of a buried, multi-diameter (8,6 and 4-inch) steel pipeline to a point near the Village of Chateaugay, NY. Natural gas distribution systems will be built in the 9 villages and towns along the transmission line, potentially serving nearly 3,900 residences and 556 commercial customers (including 4 New York State Department of Correctional Services facilities and two industrial customers). Communities served will include Winthrop, Brasher Falls, North Lawrence, Moira, Brushton, North Bangor, Malone, Burke and Chateaugay. Project Status: The Company filed an Article VII application (public review process required to construct a major gas transmission facility in New York State) with the New York State Public Service Commission on April 7, 2010. On June 16, 2010 the Company filed a Section 68 Petition for a Certificate of Public Convenience and Necessity to exercise the franchises located within the expansion area. It is expected that approval from the PSC will take several months. If approved, the Company will begin clearing the ROW during the winter of 2010/2011 with construction of the transmission line beginning in the late spring 2011. Natural gas will be made available to anchor customers in the late fall of 2011. Distribution systems within the villages and towns will be constructed beginning in 2011 and construction will continue for several years. Infrastructure Details: The project will consist of 180,000 feet of 8” steel transmission line, 5,600 feet of 6” steel transmission line and 66,000 feet of 4” transmission line. The distribution systems will require an additional 290,000 feet of various sized plastic distribution pipe. Approvals Needed: The Company will require the granting of a Certificate of Environmental Compatibility and Public Need through the Article VII process and the granting of a Certificate of Public Convenience and Necessity through the Section 68 process by the New York State Public Service Commission. Residences Served by Project: Natural gas will be made available to approximately 3,900 residences in Franklin and St. Lawrence Counties Businesses and Industries Served by Project: Natural gas will be made available to approximately 558 commercial and industrial customers in Franklin and St. Lawrence Counties including 4 correctional facilities, North Lawrence Dairy, McCadam Cheese, Alice Hyde Medical Center, Brasher Central, Brushton Moira Central, Malone Central and Chateaugay Central Schools.
