All applicants may apply online for HEAP Regular benefits via myBenefits (www.myBenefits.ny.gov).
Applicants for a Regular benefit who chose to apply with a paper application must submit it to the local Department of Social Services (directory available at http://otda.ny.gov/workingfamilies/dss.asp) in their county of residence either by mail, fax, or in person.
