Home Energy Assistance Program (HEAP)
Due to the ongoing federal government shutdown and the lack of federal funding, the start of applications for the Home Energy Assistance Program (HEAP) has been delayed until further notice.
Households lacking resources that can’t afford a fuel delivery or are facing a utility shutoff can apply for Emergency Assistance through their local department of social services.
The Home Energy Assistance Program (HEAP) helps income eligible people pay the cost of heating their homes. If you are eligible, you may receive one regular HEAP benefit per program year and could also be eligible for emergency HEAP benefits if you are in danger of running out of fuel or having your utility service shut off.

Liberty New York Gas Arrears Management Program (AMP)
The Arrears Management Program (AMP) provides eligible customers with past-due balance forgiveness of up to $1,200 per year, as long as they make timely payments on their budget billing plan. Income-qualified customers participating in the AMP will receive $100 per month in forgiveness towards their past-due balance (“AMP Credit”), each time they pay their monthly budget bill.
To qualify, your account must:
- Be enrolled in the Low-Income Bill Discount Program
- Have a past-due balance of at least $300
- Be at least 45 days past due
- Pay the monthly budget amount, which is an average monthly cost based on historical usage
If a customer fails to pay their monthly budget amount, the customer’s budget billing agreement will be terminated, and any remaining AMP benefit will be forfeited. The budget billing plan and AMP may be reinstated if all missed and current budget payments are made.
Customers enrolled on the AMP and paying the monthly budget amount will be protected from late payment charges and service disconnection.
Upon program completion, when all past-due balances have been paid, customers will be removed from the AMP Budget Billing Program. If you would like to remain on Budget Billing, please contact customer care at

Senior Citizens
If you are 62 years of age or older, we will make every effort to maintain natural gas service to you and any other household members. You may also designate a third party to be notified if a bill is overdue and service is scheduled to be shut off. Please provide the information at the bottom of our our Rights and Responsibilities form.
Payment Plans
If you have fallen behind on your bills, Liberty offers customers the ability to set up payment plans, which helps spread out your past-due balance so you can pay it over time. To be set up on a payment plan, please complete the form below.
